It adds additional city cap of 1, more can be added after completing a progress Quest of 20+5 (per city) as well as a very hard completion quest with a max of 3 for total of 4. This wonder also Reduces territory to a maximum of 7 hexes with no way to increase it until the owner settles. +1 RP Settling Requires the Wonder to be reworked.
